New Telecom Policy Targets 2x Export Growth and One Million Jobs by 2030

The Indian telecom landscape is on the brink of transformation with the government's announcement of a bold new vision — the National Telecom Policy (NTP) 2025, set to propel the industry toward 2x export growth and one million new jobs by the year 2030.
As part of this upcoming policy, the government aims to expand telecom infrastructure, boost domestic manufacturing, and ensure affordable and universal connectivity through both terrestrial and satellite networks. With a focus on long-term sustainability, the policy will target a rise in the ICT sector’s GDP contribution from 7.8% to 11%, alongside annual investments of ₹1.5 lakh crore in telecom infrastructure.
One of the core enablers of this ambition is the Production-Linked Incentive (PLI) scheme for telecom equipment. As of March 31, 2025, the industry recorded total sales of ₹80,927 crore under the scheme — with exports contributing ₹14,915 crore, reflecting India’s growing role as a global telecom manufacturing hub.
The new jobs envisioned under the NTP 2025 will largely emerge in high-growth areas such as:

  • 5G and 6G technology
  • Internet of Things (IoT)
  • Artificial Intelligence (AI)
  • Cybersecurity
  • Big Data
  • Quantum Communications
Furthermore, the policy outlines plans for nationwide 4G coverage and 90% 5G penetration by 2030, including the fiberisation of all gram panchayats under BharatNet and fiber connectivity to every village-level government institution. This initiative aims to raise fixed-line broadband access from 45 million to 100 million households, ensuring deep digital inclusion.
On the satellite front, the integration of non-terrestrial networks (NTNs) is gaining momentum. Companies like Starlink, Amazon Kuiper, Eutelsat OneWeb, and Jio-SES are set to play a critical role in expanding connectivity to India’s most remote areas. The Department of Telecommunications (DoT) has already issued satcom licenses to Eutelsat OneWeb and Jio-SES, with a letter of intent granted to Starlink.
The government’s strategy reflects a future-ready approach — one that doesn’t just aim for digital growth but for resilient, inclusive, and innovative infrastructure.
